If BFS is at 3 and FFS is at 12 degrees, the reason T3 is not working might be that it is drowning in particles. In T1 we have something like 6-7 local tracks, when T1 sits behind a magnet (which is on, and sweeps many particles away!). Perhaps T3 should be turned off when it is not shielded by the FFS.
