new brat version (new DC cal stuff)

Hi all,

Since Pawel got a better tracking resolution in the DC tracking by tuning 
the drift time (TDC in fact) on a run by run basis, we agreed to add this 
parameter in the DB DC cal stuff.

The brat version number has been bumped to 2.3.12 and tagged BRAT-2-3-12.

 brat/modules/calib/dc/BrDcCalModule.{cxx,h}

 brat/modules/track/dc/BrDCTrackingModule.{cxx,h}

Added a couple of .cvsignore in brat/asciidata/zdc
                                brat/script/calib/inel

 brat/configure.in

That's should be it.

Note that if you run the newest dc tracking code, you might get problems 
due to the absence of revisions for the parameter driftTime (inserted in 
the DB for all drift chambers). Pawel and the Krakow group will fill up 
the DB asap.
