broken breg build

Hi,
I'm trying to run HIJING but find that the breg build is
broken.

My previous brhijing no longer runs on rcas, complaining that
libshift is not found.  If a do a setenv I find that my cern
does point to 2002, where libshift is available.  I tried a new
make install in the hijing directory, but again I get a complaint
about shift.

So, I thought I'd checkout the latest breg and start from
scratch.  Bad mistake.  Autogen now gets into an
infinite loop.  If I go to breg/base and do the
aclocal, autmake, autoconf, configure, the configure
also loops.  I see the same results on rcas and on
my local PowerPC system.

Any suggestions?
