~operator padm and tpc3d were updated

    Folks, the padm and tpc3d executables in the operator account were updated:

1) padm was statically linked with the lesstif motif library.
2) tpc3d was updated to latest version in CVS (Peter's?).
3) because tpc3d is dynamically against BRAT and ROOT, it is very brittle
   and breaks every time BRAT and ROOT is changed in the operator account.
   If you change them, please drop a note to brahms-dev-l@bnl.gov,
   so that we know to rebuild tpc3d. (the joys of dynamic linking!).
