tpc3d makefile was updated

    Folks, the Makefile for the tpc3d program was updated to fix building 
in the "operator" account environment.

Fixes are:
- set BRAHMS_ARCH from the brat-config script, unless set by environment
- use correct paths for ROOT, do not rely on user LD_LIBRARY_PATH.
- rearranged library list for linking tpc3d: UNIX linkers requires
  that libraries are listed in order that they are used, thus
  libtpc3d should be first, BRAT and ROOT libs follow and system libs
  at the end.

Please let me know if these changes cause problems elsewhere.
