This is a rther common occurance. When brat is compiled the 'make install' does a copy form source to the non-CVS repository $BRATHOME/bin/$BRAHMS_ARCH of a copule of scripts of which brat-config is one. In the new foreseen/in the works re-organization of brat structures it will likly be some other place. So common advice: when building brat following a checkout make install rather than make!
