operator account plundered

    I did some cleanup of the operator account, to ensure the following:
    
    1) only one copy of HV config file exists
    2) only one copy of brahvo sources under in ~/oncs/brahvo
    3) only one copy of brat in ~/brat (removed brat_old and brat_new)
    4) only one copy of SuperMon in ~/brat CVS tree, removed all sources
       from ~/monitor and ~/supermon.
    
    In addition I would like to make a rule that there should be
    no files in the operator top level directory. The only exception
    would be the system dot files (i.e. .cshrc). All files other files
    will be periodically removed.
    
    If this cleanup has deleted some files that you actually use
    or need, let me know and we will restore them from the BNL 30-day
    backup system.
