The lights are kept off at all times during data taking. The switch to change the lights is in the small electronics room inside the utility building. You will need the magic tool (a small two-prong fork shaped object) which is kept inside the Phobos electronics room. It should be hanging with a utility building key (BB11) on the network patch panel on the right wall.
To find the light switch, enter the utility building, turn right to go past the Phobos power supply, enter the door to the small electronics room, immediately turn right and find the switch on the far wall just to the left of another doorway. The forked end of the magic tool can be used to move the switch up and down. It's a toggle switch, normally in the center position, tilt it up and release to turn the lights on, tilt it down and release to turn them off.
