RCF linux access.

As part of the reconfiguration of resources, the rlnx0x machines have been
divided 'softly' i,e, without policing. The policy is at present
-rlnx01, rlnx02 Star/phenis
-rlnx03 brahms/phobos
These machines give access to fgf77 compiler and most disk systems. The intended
use is for development of code etc. Note the name is changed to
rlnx03.rcf.bnl.local and it is only accesible through rcf.rhic.bnl.gov
or rsgi05.rhic.bnl.gov

the rcas0001.rcf.bnl.local is our exclusively (4 processor) for cpu intensive
analysis.
