Dear BRAHMS Collaborators,

As you may know there is currently an intense discussion going on about assessing the consequences and import of the exciting physics results so far obtained at RHIC by the 4 collaborations, in particular about deciding whether it is appropriate (or desirable) to announce discovery of a (strongly interacting) QGP.

There are currently a number of views ranging from a determined and optimistic attitude (purported mainly by some well placed theorists and by e.g. TDLee and N. Samios from the Riken theory center), over a more conservative and cautious approach as upheld by the 4 collaborations, to outright dismissal of any talk of QGP.

The 4 experiments have taken the position, after several consultations in the last month(s), to act in unison. We have agreed that a useful approach to the issue is that each collaboration prepares a white paper summarizing their findings, and notably their view on the meaning of these findings by mid-June 2004.The 4 experiments are planning to have a one-day meeting discussing the content of the white-paper and possible further actions at a date not yet settled.

In order to make this happen we propose the following strategy:

1. JJG convenes and chairs a working group composed of JJG, FV, MJM, IGB, CEJ and DR, which will act as the core editorial group. The group, which has accepted the cahrge, will solicit input from the collaboration as such and help with the preparation of the document.

2. JJG will produce a first draft of such a document to be discussed in depth by the collaboration at the Oslo meeting.

3. The editorial group iterates on the on the text and its ideas in close consultation with a group of readers (to be appointed) and the entire collaboration, aiming at a final document that the collaboration is prepared to make available to other experiments and publicly by mid-June 2004. The subsequent fate of the white paper is yet to be decided. We may want to submit it as a review article or commentary to a suitable journal.

It is important that the entire collaboration takes ownership for this document and participates in the process. We think that such documents and the process leading up to them, are useful in clarifying our own ideas about the new and exciting physics we are engaged in. The process will perhaps make it clearer what it is we have observed and hopefully also make up our minds about what we tell about our results.

Please comment

Best regards

Flemming and JJ.
