Dear Friends
Apart from a few trivial comments on language and typograpy, I felt reading the paper a few weeks ago that the introduction and the conclusions are too tame and probably will cause problems with a letter journal as PLB. I suggest a little work to give some more punch and perspective to the introduction and to rewrite the last para. to be conclusions rather than summary.
Easier said than done, but nonetheless.....

  The nominal deadline was this just passed  Wednesday. Due in part to the vacation around these days we extend the comment period, but will like to have  final comments by this next Wednesday April 14 after which a final version will be prepared, announched, and   submitted unless serious concerns are raised.
