Bad 24V. Thermal overload ? Turned off until access can be made.

Accomplishments
- The rhic clock was added to the Inel trigger.
- trigger 6 timing adjusted.
- The gitter between different L1.R1 makes it difficult to include until
we have TDC information for all channels.

schedule access for HV repair (RAS+..- request 2-3 hours)
string the Inel counter tdc delay cables (ready on spool in FEH).
