    SAMBA running on pii3 should solve this problem- moving files to/from Windows.
    
    Until then, if there is at least one ftp user, incoming ftp stays.
    
    Also notice that restricting the sites that can come through FTP does
    not help security: each time you type your password into FTP,
    everybody with a sniffer (local at BNL or at the remote site) can see it,
    and ssh into your account. This works both ways- when you FTP out of BNL,
    your password at the remote site is exposed to sniffers.
