Trigger scaledowns stored in run database

The trigger scaledowns, previously missing from the run database,
are now available. The data from old runs were extracted from run config
archives (opus:~daq/archive/run.log). The data for new runs is automatically
stored into the database. Also note that the scaledowns for disabled
triggers are set to zero.
