operator account cleanup!

    The time has come to cleanup the operator account.
    
    The operator account top level directory directory is littered
    with random files, some new some old, and in my estimate, of no
    lasting value.
    
    I would like to institute a policy that all files in the operator
    account top level directory are subject to periodic deletion, without
    any advance warning or notice.
    
    If you desire to keep files in the operator account, create a
    subdirectory and keep them there. Also note that the operator account
    is nightly backed up by the BNL 30-day backup system. This system
    allows very easy restoration of files that have been accidentally
    (or not) deleted or overwritten.
