I guess an explanation from the maintaner of banapp (Truls) may be in place. 
I actually did not have to do this, but alas maybe I did not use the latest version.

Hi Flemming,

  hope you are doing fine. I was tried compiling 

       banapp 

  but had to do

      rcas0038> ./configure --with-bdstlibs=$HOME/lib/bdst --with-bdstinc=$HOME//include/bdst

It used to work with

      rcas0038> ./configure 

but this gives the error
 
     checking wether BRAT version >= 2.32/1... yes
     checking for bdst data library... configure: error: Specify the bdst library directory with --with-bdstlibs
