[Brahms-dev-l] rcas/rcrs machine abuse

Hello.  Since people don't seem to play nice about using rcas/rcrs 
system (running long console jobs in many machines and/or running long 
condor jobs as Low), the following rules will be implemented very soon.  
(Since people are not nice, you will be forced to be nice from now on.)

1.  For console jobs:
    If your consol job is more than 3Hr, the job nice level will be 
raised to higher or equal to LSF/Condor job.  This means that your jobs 
will run very slowly if there are other running jobs in that machine.
    If your consol job is more than 6Hr, it will be killed.  (If you 
want to run a long job, learn to use Condor.)

2.  For Condor jobs:
    If your job Priority is "Low" and it is running more than 6Hr, your 
job will be killed.  (You must use MC for job priority of a long job.)

(Note:  These rules are already implented by the other groups for 
exactly the same reason, and they will be implented very quickly for us.)
(Note:  Condor is already supporting fair share policy. )
