[Brahms-dev-l] brat version bump

Hello,
As announced in the previous message from Flemming, modifications have 
been made to the BrParameterDbManager to use the parameter files in a 
more consistent way.  All changes for this first iteration are committed 
into the repository and I have tagged brat with these changes to 2.15.3
