[Brahms-dev-l] brat-2.13.7

Hello,
This is to let all interested know that I committed changes I made to 
brat and bumped the version to 2.13.7 (actually I tried 2.13.6, but I 
had forgotten to commit the new configure.in)

Anyway, the major changes are:
1. Changes to the track matching software to help diagnose the track 
vertex projection.  It was mainly entries to the ntuple
2. Add some machinery to the geometry db stuff so that delta quantities 
can be made to the local coordinates of volumes for fine tuning.  This 
is analgous to the thing Flemming did, but it operates on the local 
coordinates instead of global coordinates.  And it is implemented in the 
Db framework.
