After consultation with hiro regarding some mismatch I updated the brag code for the inel counters
to take into account the beam-pipe shift. In addition the inel counter are OFF by default since they are not there
for Au running.
The version was updated to 1.1.17 and tagged.

- a note to the 'new' root geometry description. Maybe one-day this will be useful, certainly as a geometry description it looks
reasonable (yes I read the description a couple of weeks back) , but it is a long way from geometry to get a working geant simulation running - so for another while be prepared to use fortran and brag - afterall it does work.
