modifications to add yr 2 si/tile calibrations

    Hi,  I've just modified the BrSiRdoModule, BrTileRdoModule, BrSiCalibration,
and BrTileCalibration classes to allow for the yr 2 calibrations.  I 
have also
added two new ascii mult calibration files: BrCalibrMult_1.dat (default file
for yr 2 calibration) and BrCalibrMult_4640.dat (for run 4640).  


In order to select whether to use a yr 1 or yr 2 calibration, I use
the BrRunInfoManager to access the run number in the Si/Tile rdo modules.
If a run number is not returned, yr 2 is assumed.

I did a revision bump to 2.1.16

This is still work in progress and, in particular, the overall 
multiplicities and
centralities should not be believed.
