The default DetectorParameters.txt was updated because the fPadBasePosition was in error for tpm1
Also the BrDetectorParamsTPC was changed for that same reason. 
The oversight from when the pad pitch was determined to be .39 cm was that an apperent shift of TPM1 by
.48 cm. This may have been obscured by 'optimizing' other position parameters. AT the same time the
Vdrift of TPM1 has been set to 1.55 and 1.60 respectively as 'better choices'
