New RICH monitor and good news

    I added the skeleton for a RICH monitor in brop. It does not do pedestal
    subtraction yet, but I know that Djamel has added pedestals for the RICH
    to the database today, so it can't be long.
    
    The monitor is in brop/rich2d and as the name says owes a lot to tpc3d.
    
    It is possible to see rings, see for yourself or look at :
    /home/nbi/richpictures
    on the pii machines.
    
    It is my hope that maybe some DC guy could add the DC so one could use it
    as a simple debug tool for T5 RICH correlations when we want to write
    that software (and we need a cool DC monitor).
    
    I co a new version of brop and everything compiled and rich2d worked.
    Except for the new stuff in rich2d I only changed the files Makefile.am
    and configure.in in the top directory.
    
    I tagged brop BROP-1-0-3. The last tag was BROP-1-0-1, but the
    configure.in was 1.0.2 before updating.
