    Short answer:
    T2 rows 13 and 14 *are* partially instrumented.
    
    Long answer:
    
    Look at the TPC map files created by the TPC pedestals program in
    pii3:/opus/home/daq/tpcpedestals/*.map (4 files per run- one per TPC).
    
    The maps show each pad with a tag:
     o - good pad,
     . - blank pad (uninstrumented or unmapped in the padmap),
     P - bad or no pedestal, do not use these pads,
     T and W - wide pedestals, usually okey to use.
    
    For example, inspection of
    /opus/home/daq/tpcpedestals/run002466tpc2pedestals.map
    shows that pads 13 and 14 have rows 80 through 95 instrumented.
    
    Note: these maps should be in the database and they should be automatically
    used by the tpc reconstruction code.
