TPC pedestal runs- new instructions

    Folks, please read these updated instructions on running TPC pedestals runs:
    
    1) pulser enable: changes were made to the pulser hardware. The regular
               pulser no longer always runs, and sometimes has to be manually
               enabled.
    
    2) pulser scaledown: please run TPC pedestal runs with the pulser scaledown
               set to 200 instead of the old value of 100.
    
    Note that the DAQ runs and records correct pedestals at higher rates,
    but would timeout and generate a run error when one tries to end or pause
    the run. This timeout problem is only present when running TPCs in black and
    pedestals modes and is caused by problems with the VxWorks networking. I
    am aware of the problem but do not have a fix at this time.
