BRAT 2.0.19 and /afs/rhic/opt/brahms update

Hi all, 

I've incremented the revision of BRAT to 19, and tagged CVS: 

  Version: 2.0.19 
  CVS tag: BRAT-2-0-19 

This was done due to recent bad checkins.  Do not use 2.0.18!

I've also updated ROOT to be the head of CVS, since that incorporates
the fix to TBranchElement, that allows us to have TConesArray object
members (as in BrTofRdo and BrMultRdo) rather than pointers.  

These updates were done at a time where CRS was down, so hopefully
this should not hurt you too much.
