[Brahms-l] beam use proposal for run-6

Dear Collaborator,

I while back I informed you about the plans that was agreed upon at the collaboration meeting namely to request
at short 62.4 GeV run for mainly pp reference spectra based on the consencus that was building at the time that 
this years run would be a pp run.  Time has come to finalize the request since the deadline for submitting the proposal to the HEP/NP directorate is September 30 with the PAC meeting on November 2-3.JH and I  have gathered information on luminosities, expected rates, and I have made an outtine for the request.

It seems that STAR will only request a pp run at 200 GeV. PHENIX though
will likely request pp at 200, at 62 gev, and possibly a AuAu run at 200 GeV. PHOBOS has annoucnhed they will
not request anything, likely not again at all, but will still mothball the experiment for 1 year before a complete 
decommisioning. Under the assumption that the budgets from congress holds the RHIC run will likely be 28-30 weeks.

I will like feedback on the material posted, in particular what is the real need for reference spectra in terms of settings
and reach in pt, and on commitments. Also beware that there will come request for relevant figure in the proposal
(achievement in 62 GeV analysis in particular).
