Dear Members of the RHIC User Community: As you may be aware, at the Nuclear Science Advisory Committee (NSAC) meeting in February, the DOE and NSF presented NSAC with a charge to review the US program in heavy ion nuclear physics. The scope of the review addresses the evolution of the heavy ion physics program over the next 10 to 15 years as well as formulation of specific budget scenarios for the period 2006-2010. It includes exploration of the future research opportunities at RHIC, the LHC, and GSI. The formal letter with the full charge to NSAC can be found on the DOE web site at: http://www.sc.doe.gov/production/henp/np/nsac/docs/nsacCharge_HI_021804.pdf The organization of a Subcommittee to respond to this charge is now well advanced and we are currently laying plans for a public meeting to explore all these issues and to invite public input. This public meeting and associated executive meetings of the Subcommittee will be held on June 2-6, 2004. The public sessions will be held, during the first few days, in the large seminar room in the Physics Department, Building 510, at Brookhaven National Laboratory.
