[Brahms-l] change in file size limit for our email list server

Hello.  Since a few people requested to change the file-size limit for 
our list server, I changed it.  It is now 140KB.  The reason is that a 
person can include 4 gif files (created by ROOT) in his/her 
attachments.  (By looking at gif files I made from ROOT, each one has 
the size of about 20~25KB.)  (NOTE:  It is generally good idea to place 
your files in web and/or ftp server for people to download (and not in 
your email attachment)).
