Beam Use Proposal

As you all recall the multi-year beam use proposal has to be submitted by end of this month; This was discussed at some level in Krakow with a rather good idea what is the request for the first year, but that discussion was not extensive on the outy ears, since at that time it was not clear this would be a multi-year proposal. 
The process of putting the document togehter has started, and the first draft will be based on an outline
in the attached document (word format). I welcome comments and discussion based on this outline. 
The intention is to have a first draft rough draft together by end of this week which Steve will help edit so by early next week a version suitable for distribution should be available.
I will contact some of you to help with specific section.
