Dear Colleagues, As part of the discussions between BNL and DOE that followed the recent review comes a change to the various documents that we are presently preparing for future running and planning. - DOE wants a longer term planning for RHIC running, in terms of optimizing the in particular the heavy ion physics output of the RHIC in coming five years. Since this has to be driven by the physics that the experiments such a plan needs the advice from the PAC too. - The funding for even next year is of course not known so the planning has to be under different scenarios, as you will see from the enclosed letter under a 27 and 37 cryo weeks scenario (run-3 had 29 cryo weeks). The laboratory has also been requested to 'optimize' the running i.e. balance running expenditures, detector and machine R&D and the research. - The longer terms planning for the development path towards RHIC-II and later eRHIC still has to be addressed. - The was a meeting last Thursday between the spokespersons and lab management to better understand what DOE wants, how this planning could go ahead. As an outcome from this meeting, and other deliberations no doubt, the requests to the experiments to documents has changed. a) The RHIC Beam Use proposal should cover not only this coming year but projected requests and justifications for subsequent years. The deadline is August 31. The further one goes from the present year, it can of course be that the physics results requires a change in requests. b) the 'future document to Kirk will be due later in October. I think this change is good for us. It does though mean that we have to focus right away on the Beam Use proposal. The future document that we are preparing is a good start for this, but we have to quantify the request in terms of delivered beams, luminosity, prioritize these internally. It is important that we start/continue this process now.The discussion we had in Krakow on the RBUP needs input from interested people/groups. This e-mail is just a start on this process.
