RHIC status

    Even after the RHIC run was extended by another week as described in my previous message, the running is by no mean smooth
    primarely becase there is no routine operation to give acceptable stores in terms of luminosity and polaraization, the
    latter being the primary reason for the running. It has been unclear what criteria for 'good' stores are - this is partly
    addressed in the message
    enclosd below. This means that if the criteria is not fullfiled a store should be dumped right away, and possibly for beam
    development.
    Thus physics running periods is a floating goal.
    In addition since the status of the STAR spin ratators in also not known until inspected tomorrow, it is not clear
    if and when the rotator commisioning period will actually take place. It could be tomorrow following the access, or it
    could be later as requested by STAR.
    It is a hope only that sometime by tomorrow in the daytime the actual status, and the near term plan settles down, at
    which time
    I wll put together the short tem shift list, and ask those of you present at BNL to be flexible.

    | It has become evident we need a criteria for changing from "Physics" mode to
    | machine development and visa-versa. As a starting point the following
    | criteria has been suggested by Bill C. and Matthias.

    | Minimum criteria (at beginning of collisions) to keep a new store:
    |
    | polarization: >30 % in each ring at store or > 0.1 for the product of the
    | polarization in each ring
    | any good ideas on improving this are welcomed but should be presented to the
    | experiments for consideration (i.e. what will be the impact etc)
    |
    | intensity: >3E12 in each ring with a strong desire to nudge this up as high
    | as we can with each new store.
    |
    | I suggest we immediately adopt these criteria. If the criteria at the
    | beginning of a store is not met the beam should be dumped and another
    | attempt made to achieve the minimum and/or organize a beam development
    | effort to fix the problem.  A "best effort" store should be established if
    | time is needed to organize a development effort.
    |
    | Once a store is established that meets the above criteria then the normal
    | voting scheme should be followed to determine when the store should be
    | dumped.
    |
    | As usual, these criteria are subject to change but not without guidance from
    | the experiments.
