new table in BRAHMS RUNDB

Hello.  Since we are doing (?) polarized beam experiment, it became 
necessary to have a beam bunch fill pattern as well as its polarization 
pattern.  As a result, I made a new table in BRAHMS RUNDB to include 
those beam conditions.  It is called "ConditionsBeam".   They are filled 
automatically.  (I might add few more columns in the table.)
