RHIC running

    Dear Collaborator,
    
    I hope you have been following the progress, albeit slow on the run-3
    dA run, through the e-log, that is a very nice tool. As you may know the
    budget situation is still not clarified, with the house and senate budget
    bills in conference. There is hope (an rumours) this will be resolved
    during the next week, and pending general cuts may result in either a full
    run or somewhat reduce run. I sincerely hopes this goes through, stay
    tuned.
    
    We have completed a significant fraction of the survey program, almost
    complete with the MRS, and about 60% done for FS. The running have been
    plauged by high, varying and quite sensitive backgrounds i.e small change
    in beam parameters make huge differences in observed backgrounds. RHIC
    understands the seriousness of this problem an has been working on this
    all along. This implies that part of the time is beeing spend on machines
    developments reucing the overall amount of time available for experiments.
    
    During the next week where I am away the daily coordination will be taken by
    JH, and progress issues as usual discussed during the standard Monday and
    Thurday meetings.
