    The following message was send to all BNL people. It discribes the access procedures
    for guests. Note the pre-registration and IA-473 approval with the users center is needed.

    NOTE: This message is being sent on behalf of the Safeguards and 
    Security Division.  
    
    NEW SITE-ACCESS REQUIREMENTS
    
    Starting Monday, December 02, 2002, BNL guests, retirees, and 
    subcontractors, all of whom hold purple BNL identification badges, 
    will be required to use the Main Gate for access to the site. Only 
    BNL employees may enter the site by the North Gate.
    
    All U.S.-citizen guests should obtain a new badge at Bldg. 30 that 
    displays "USA" on the bottom-center of the badge. This will allow 
    U.S.-citizen guests to bypass the scanning process at the Main Gate 
    and also allow them to use the North Gate if more convenient. The 
    hours of operation for the Badging Office in Bldg. 30 are Monday and 
    Wednesday from 8:30 a.m. to 5:00 p.m., and Tuesday, Thursday, and 
    Friday from 8:30 a.m. to 1:00 p.m. The office is closed on weekends 
    and holidays.
    
    Anyone with a purple BNL photo ID (without "USA" on the 
    bottom-center) must use the right lane when entering the site through 
    the Main Gate. These purple badges will be electronically scanned. 
    BNL employees using the Main Gate may use either lane but may 
    encounter delays in the right lane.
    
    Expect some general delays due to traffic volume as this new 
    procedure is implemented.
    
    The new procedure is a result of enforcement of DOE requirements in 
    the Foreign Visits and Assignments Program. These were outlined by 
    Interim Director Peter Paul in an October 4, 2002 memo sent to Level 
    I and II managers.
    
    Please advise your foreign-national guests of this new procedure and 
    the necessity of bringing their identification badge, passport, and 
    visa documentation with them in order to enter the site.
