BRAHMS DAQ run control updated

    Folks who run the DAQ: please note that the "Begin run" panel
now includes entry fields for the spectrometer angles and magnet
settings and polarities. Information entered in these fields is
now stored into the run database "Runs" table.

Here is the brief documentation on these entry fields:

1) angles: "float" formatted angle, in degrees.
2) magnet settings: "integer" formatted magnet set points from the PET page.
           They correspond to the magnet currents.
3) magnet polarity: from the PET page: "A" or "B" if the magnet is on,
           "off" if not.

When the begin-run panel is opened, it shows the values from the previous
run, so if magnets settings are changed or spectrometers moved,
please remember to update this run information.
