[Brahms-dev-l] Server problem?

I am trying to open brat webpage on our brahms-web page. The link I am
using is:
http://brahms-web.brahms.bnl.gov/~brahmlib/brat
and was working some (1 month) time ago.
Now I get the following message:

Forbidden

You don't have permission to access /~brahmlib/brat on this server.

Additionally, a 403 Forbidden error was encountered while trying to use
an ErrorDocument to handle the request.
Apache/2.0.46 (Red Hat) Server at brahms-web.brahms.bnl.gov Port 80


I have to say, that I have no problems opening
http://brahms-web.brahms.bnl.gov/.
Any suggestions?
