[Brahms-dev-l] TED update

There was a (not so subtle) mistake in TED so the trigger selection did not check both the triggered and
set bits. Thus if you required trigger 4 only you would still get events where trigger 2 fired the system. Most trigger 2 have the trigger 4 bit fired set.

Updated for CVS and operator account.
