[Brahms-dev-l] brat update

due to the fact that earlier runs may not have bb and vertex calibration that includes 'all tubes'
the logic of the vretex calc is changed.
if useSetall is on of course it will use all tubes as the best estimator. If not it will use
small,large,fastest as in previous code. If the useall is set and the vertex offsets are not in the DB
the code will abort in begin with a warning. before this was done code would run, but offset 
would have been set to a random value an the code would just run.
