    Perhaps a couple of entries in the TODO file would be a good idea too

    One item could be a solid DST (or PhDS) format, and code to create it.

    Before the numbers are input into the database, we should think of a
    way to encode the functional form of the conversion functions into the
    database revisions.  Currently, the RDO modules rely on hard coded
    cases for 1999, 2000, and 2002 running, which makes it fragile,
    especially as the hardware has changed somewhat (are the PTQ still in
    the SMA pipeline?)  It's actually quite simple to do: 
    
      byte range:   Variable:   Meaning:  
        0-1            N           Length of expression
        1-N+1          EXPR        The expression as a string. 
        N+1-...        PAR         The parameters 
    
    Also, the calculations need to be better cached, so that you don't do
    the same calculation over and over again.  The expression could be
    saved in a TF[1,2,3] object as needed.
