Update to BrMagnetVolume (remove filling of Hall Probe values)

Hello,
I have removed the two calls in the BrMagnetVolume which extract the 
Hall probe values from the DB.  They appear to be causing a problem with 
pii3 and in addition we are not yet using those values. This problem 
will be investigated soon in conjunction with implementing the curves 
that Ramiro sent me.  In the meantime for anyone using the latest 
version of  brat in the repository, the delays associated with creating 
a BrMagnetVolume will disappear.  Of course it will not happen for the 
afs pro (and I guess new until QM) because those versions have been frozen.
