updated brat version

To make in particular Christian happy I have updated the brat version number to 2.4.0 
and tagged the version. I have NOT installed it in /opt/brahms/new - the intent is not to confuse ongoing work.


A couple of mods were introduced to the BrZdcSlewingModule and the the BrZdcRdo in order to
deal with non-exsiting calibrations. See log notes for modules. For runs with calibrations and UseSlewing set
there should be no difference.
