I bumbed the BRAT revision number after checking in the following
changes.

BrTpcSequence : Added Print method and made GetAdc(index) const

BrTpcCluster : Removed asserts and made warnings instead. Changed
addseq so it does not always have to copy the sequence.

BrTpcSequencePPModule : New version of the old tpc preprocessor. It is
a bit more flexible allowing pad cuts (min and max) time cuts (min
and max), min adc cuts and cuts on the sequence length. It now only
modifies the input table.

BrTpcClusterModule, BrTpcDeconvoluteClusterModule, BrTpcHitModule,
BrTpcTrackFollowModule, BrTpcTrackModule : Changed assert to the ROOT
Assert in TError.h

BrTpcHitPackage : Changed to the new preprocessor in the hit packages
and moved the cluster module before the switch container.
