dc tracking code

    Hi,
I've committed new dc tracking package and now one can
find it in ps_app/dc/track directory.
It is the initial release and the future changes and upgrades will
mainly refer
to communication with the data base to get the calibration parameters.
Now the calibration parameters are read from ASCII files placed in
ps_app/calib/calpar.
The package contains short README file where one
can find some additional info.
