tpc cluster finder class

    Hi,

I was about to use the local tracking module (BrTrackFollowFinderModule)
when I asked Peter which parameters should be optimal. He gave me a couple
of numbers but when I wanted to set them, I realized that some default
values in BrTPCClusterFinder were set in the Init() method, which I
thought was against our "brat-policy".

Is there a reason for having this default parameters in the Init() method ?
