BRAT update and version bump

I've updated BRAT and bumped to the version. 

     Version:  1.15.0 
     CVS Tag:  BRAT-1-15-0 

The changes I commited, are those I outline in my previous mail;

Also, I made the following changes: 

* Moved mkconfig.* to config/mkconfig.* 

  I was getting sick and tired of looking at those files, so I moved
  them to the subdirectory config. Also, this is to make the
  transistion to BRAT 2 (which will use another build system -
  hopefully) smoother. 

* Added proof-of-concept files for Automake, Autoconf and Libtool 

  These files are 

	NewMakefile.am 
	README 
	configure.in
	config/config.h.in 
	config/config.mk 
	geometry/Makfile.am 

  This is not functional yet (we need to rename NewMakefile.am to
  Makefile.am and add Makefile.am's to all component subdirs), try it
  at your own risk. However, feel free to look around and give
  comments, ask questions, etc. But please read README first!
