Small changes in BrTPCClusterFinder

    I have added some features to the BrTPCClusterFinder to be able to apply
some additional cuts on clusters' number of pads and time bins, as well as
integrated and max ADC. With the default values of the new data members,
the changes do not affect the performance of BrTPCClusterFinder. It is
therefore not necessary to change existing code, unless one wants to apply
the new cuts.
