I have submitted the n+1 version of BrDCTrackingModule.  It is hopefully
only an epsilon (I hope epsilon is small) away from what we can start
looking at DC things with.  Once again, it is mainly a placeholder so
that DC guys can look at it.  I have recompiled things and tested, but
let me know if I inadvertently left some catostrophic error that kills a
build.
