A  number of very small changes has been made to brat code in order to also compile, execute under win32.
In addition some cosmetic changes like moving cvs $Log$ comments to end of files has also been done.

A new file BrIostream.h was introduced to incorporate simple <iostream> and <iomanip> in a uniform way
and as a prep to use the std::iostream classes.
