New class BrTPCPreProcess in brat/tpc/src

Hi

On Flemmings request I have written a very small class that takes 
a BrDataTable with TPCSequences as input and then cuts away the first 20
timebins ( or where you place the cut ). Individual sequences can be
removed from the datatable, loose the early time bins or be unaffected.

At the moment we might want to cut some of the early time bins away since
they are very noisy.

This could easily be made bin dependent if this turns out to be necessary.

Use :
BrTPCPreProcess *preProcess = new BrTPCPreProcess();
preProcess->Event( * ); // where * is some datatable with tpc sequences.
